'0' Plate Gets 170 Mistaken Tickets

Chicago authorities say an error while testing equipment led to a man with a license plate reading "0" receiving about 170 tickets he did not deserve.

The Chicago Department of Revenue said it has been using "0" as a placeholder license plate for testing parking ticket equipment and officials were unaware Tom Feddor had that number as his official plate, the Chicago Tribune reported Monday.

Feddor said that beginning in 1997, his mailbox has been filling up with citations for violations, including parking at expired meters, parking during street-cleaning hours, running stop signs or traffic signals, and parking a truck, recreational vehicle, bus or taxi on a residential street.

Feddor said he went to the Revenue Department and the Department of Administrative Hearings for help, but was unable to resolve the issue. Hearing officer Zipporah Lewis made several calls to officials in an attempt to help Feddor, but he said "the people she encountered at the other end of the phone seemed to be annoyed and bothered by her. Most tried to quickly end the call."

Revenue Department spokesman Ed Walsh told the Tribune officials were unaware there was a "0" plate in circulation -- Feddor's family has been using it for 40 years -- or that he was receiving tickets from the equipment testing. He said the tickets would be wiped out and any fines payed by Feddor would be refunded.

"The test violations should have been dismissed in the database. The majority of the cases (Feddor) contested successfully. But we are taking steps to rectify the situation so in the future an actual registered plate number will not be used to do the testing," Walsh said.

Judge Slams Man's Deal With Stepdaughter

A MAN lured his teenage stepdaughter into having sex with him by signing a "contract" which agreed she could keep child bonus payments when she got pregnant.

The years of abuse was condoned by the man's wife because she was afraid to have another baby in case it had a congenital disease.

The case has been called one of the most bizarre child-sex cases to come before an Australian court as the stepfather not only got the girl to sign the contract but also made her keep a false diary in which she recorded having sex with a fictional boyfriend named "Luke".

The plan was to blame "Luke" when she became pregnant.

In the District Court in Brisbane last year, the stepfather, 36, was jailed for eight years after pleading guilty to maintaining a sexual relationship with a child under 16 years.

His wife, the girl's mother, was jailed for six months for playing a lesser role in the abuse.

The man was in the Court of Appeal yesterday opposing his sentence as being manifestly excessive.

The court was told the man abused the girl from when she was 12 until she was 16, from 2002 to 2006. The abuse reached a level where the man got his stepdaughter to "sign" a deal in which she would attempt to conceive a child by him.

The court was told the girl's mother had two other children who were both affected by Hirschsprung's disease – a congenital disorder of the colon. The mother and stepfather decided the risk was too great to have a child of their own and decided to ask the girl to become pregnant to the man.

He got the girl to sign a contract and promised her she could keep all of the "baby bonuses".

The court heard the man, with his wife's knowledge, had sex with the girl two or three times a day and she would often be kept home from school for the purpose. When police arrested the man, he told them: "Did you not see the f------ contract?"

Barrister Steve Kissick, for the man, argued that when all the mitigating factors were taken into account, the eight years' sentence should be reduced to six or seven years.

However, in a unanimous judgment the Court of Appeal dismissed the appeal.

Chief Justice Paul de Jersey said the agreement reached between the man, his wife and stepdaughter was "bizarre and grossly reprehensible".

Chinese Mistress Contest Takes Tragic Turn

BEIJING, China (CNN) -- A married Chinese businessman who could no longer afford five mistresses held a competition to decide which one to keep.



But the contest took a fatal turn when one of the women, eliminated for her looks, drove the man and the four other competitors off a cliff, Chinese media reported.

The spurned mistress died and the other passengers were injured, the reports said.

Police initially thought the car had plummeted off a mountain road in eastern China on December 6 by accident. Then they learned of the contest through a letter the dead woman had left behind, the Shanghai Daily newspaper said.

The 29-year-old woman, identified only as Yu, was a waitress when she met the businessman at a restaurant in the coastal city of Qingdao in 2000.

At the time, the businessman, identified only by his last name -- Fan -- was married and had four other mistresses, according to the Peninsula Metropolis Daily newspaper in Qingdao.

The women knew of one another, but none elected to break up with the man and give up their rent-free apartment and a 5,000 yuan ($730) monthly allowance, the reports said.

When the economy soured, the businessman apparently decided to let go of all but one mistress.

He staged a private talent show in May, without telling the women his intentions. An instructor from a local modeling agency judged the women on the way they looked, how they sang and how much alcohol they could hold, the Shanghai Daily said.

The judge knocked out Yu in the first round of the competition based on her looks. Angry, she decided to exact revenge by telling her lover and the four other women to accompany her on a sightseeing trip before she returned to her home province, the media reports said.

It was during the trip that Yu reportedly drove the car off the cliff.

Fan shut down his company after the crash and paid Yu's parents 580,000 yuan ($84,744) as compensation for her death.

The four other women left him, as did his wife when she learned of the affairs.
